As Your Excellency is aware, the Portuguese
Colony of Kacao is within this Consular district, and
the comparatively small direct British interests there
are looked after by Mr. F.J. Dellion, the British Vice
Consul, who, as head both of the local slectric Light
Company and of the local Waterworks, is concurrently
the principal businema man in the Colony. As it had
come to my unofficial knowledge that Mis excellency
Dr. Tamagnini Barbosa, the present Governor of Macao,
was inclined to think that the alleged services to Hong
Kong and British interests on the part of his Colony
(such as discouragement of Japanese developmente, and
grants of requests made by the Hong Kong authorities
received insufficient recognition. and that he would
welcome a visit primarily from His Excellency the
Officer Administering the Government of Hong
Kong, but
also from myself, se a friendly gesture, I considered
that some useful purpose would be served by paying an
official call on His Excellency. It wae consequently
arranged that I should visit Macno in H... "Moth
